Changes to NAFO sub-Division 3Ps enterprise combining

 

Fisheries and Oceans Canada (DFO) understands these are challenging times for the Newfoundland and Labrador fishing industry. 

 

Some tough decisions have been made in the past few months. While those decisions are evidence-based, were made in consultation with industry, and strive to balance economic interests and conservation for the future, they have had a negative impact on some fish harvesters.  

 

Through DFO’s various advisory processes and meetings over the past few months, harvesters have voiced their concerns and presented the issues they face. 

 

DFO has considered options for short and long term measures to help mitigate some of the impacts of declining quotas and strengthen enterprise viability. 

 

For sub-division 3Ps, the combining policy will be amended to permit 3 to 1 enterprise combining for all fleet.  In addition, combined enterprises in the 3Ps <40 fleet will be permitted to buddy-up. 

 

In an effort to help the inshore Northern shrimp fleet deal with the impact of the recent quota reductions, DFO is working on short term options for temporary flexible harvest arrangements between enterprises for 2017. 

 

In addition, DFO is working towards longer-term measures to achieve increased permanent rationalization objectives and provide more opportunity for the enterprises that remain.  Details on these measures will be released in the near future.  

 

DFO will continue to work with fish harvesters to help industry navigate these difficult times while at the same time seeking to protect resources for future fish harvesters.
